Constitution of DEAM
ARTICLE I
NAME
Section 1
The name of this organization shall be the "Driver's Education Association of Maryland" and in
abbreviated form "DEAM"
ARTICLE II
PURPOSE
Section 1
The purpose of this organization shall be:
a) To promote the profession of driver education and driver improvement and recognize schools that demonstrate compliance to recommended practice and principles and exemplify a high level of conduct while in the practice of their profession.
b) To assist schools in gaining the ability to increase their knowledge and competence for the purpose of providing better training for all drivers.
c) To promote highway safety and defensive driving techniques in the classes, alternative delivery methods, and communities; thus increasing public acceptance and understanding of the driver education
profession as a valued and essential service to the community.
d) To promote uniformity and improvement in the driver education field within the State of Maryland through cooperation with each other and state and local government agencies.
e) To study the problems that are associated with driver education and to attempt to solve these problems within the public and private sector.
ARTICLE III
MEMBERSHIP
Section 1 Any driving school licensed by the State of Maryland shall be eligible for membership in the Association.
Section 2 Any person active in the promotion and/or advancement or making contributions to the field of driver education shall be eligible for
membership.
Section 3 Retired instructors or school owners may also be eligible for membership.
Section 4 Membership does not include any annual fees.
ARTICLE IV
OFFICERS & DUTIES OF OFFICERS/MEMBERS
Section 1 Currently, the officers of this organization are the Founder and Director of Operations.
Section 2 The Director of Operations shall preside at all meetings of the Association and the Maryland Motor Vehicle Administration and shall provide guidance and direction to the individual members.
Section 3 A designated representative shall preside at meetings in the absence of the Director of Operations and shall be responsible for the program of the meeting.
Section 4 The Director of Operations shall keep an accurate record of all meetings of the Association and shall notify
all individual members in a timely manner of meetings and be responsible for all communications.
Communications will be in the form of postings to the Association's official website.
Section 5 The Founder and Director of Operations will have the responsibility of recruiting new members. However, all Individual Members can participate in the recruitment process.
Section 6 The Founder, Director of Operations, and all Individual Members will be responsible to advise the membership regarding current or proposed legislation effecting the organization and to propose possible action.
Section 7 The Director of Operations will have oversight with regard to proposing and carrying out any educational programs that would be beneficial to the Association.
Section 8 The Founder, Director of Operations, and all Individual Members will propose ways to promote the Association and use wise and prudent methods to resolve any conflict within the Association.
ARTICLE V
SUSPENSION OR EXPULSION OF A MEMBER
Section 1. Any DEAM member may be suspended or expelled from membership by a two-thirds vote of the current members and officers for any of the following reasons:
A. Any unethical or unlawful conduct unbecoming a member of DEAM or calculated to bring DEAM into disrepute.
B. Failure to maintain amicable relationships because of conflict with another member or by supporting an individual agenda that is not representative of the Association as a whole.
ARTICLE VI
AMENDMENTS
Section 1. An affirmative vote of two thirds of the membership shall be required for the ratification of, or an amendment to the Constitution of the Association.
ARTICLE VII
MEETINGS
Section 1. Membership Meetings of the Driver's Education Association of Maryland (DEAM) shall be decided by the Officers and Individual Members after giving consideration to travel distances and availability of its membership. Meetings may rotate throughout the state for the convenience of its members.
Section 2. The Membership will receive notification of any meetings 60 days in advance of the specified date - in the form of a posting to the Associations's official website.
ARTICLE VIII
AFFILIATIONS
SECTION 1. If necessary to promote certain agendas, this association may become affiliated with the Maryland Professional Driver Education Association, Driving School Association of the Americas, National Highway Safety Association, and Association of the Disabled.
ARTICLE IX
PROFESSIONAL CODE OF ETHICS
It shall be the purpose and duty of each member to carry out the following principles to:
RECOGNIZE your profession which holds the highest public trust, that the lives of others are dependent upon you and the wisdom you impart to your students.
BE a model of excellence in your driving behavior.
SERVE the public with courtesy, promptness and fairness.
TREAT all persons seeking instruction with the same consideration regardless of age, infirmity, race, color, creed or gender.
CONVEY correct information as stated by law being careful not to mislead or cause misunderstanding. Always seek out the answer when uncertain.
MAINTAIN proper professional appearance by your demeanor and speech, keeping within professional guidelines.
KEEP up with new ideas and developments in the field of driver education so that you may better assist others.
BROADEN your outlook, increase your education and listen to views of others especially regarding change.
GIVE the best service for the payment rendered. Never skimp on quality of workmanship.
